Boreham Residents Vote in Favour of Neighbourhood Plan

The residents of Boreham have voted in favour of proposed planning guidance for their local area in a referendum.

A Neighbourhood Plan is a document which sets out policies to guide development and use of land in a neighbourhood. The plans include planning policies on village character, the built environment, the natural environment, access and movement, and community facilities.

Unlike the Local Plan, which comes from the city council and sets out the vision for the whole of Chelmsford, neighbourhood plans are led by parish or town councils with help from the city council. The Boreham Neighbourhood Plan has been developed by Boreham Parish Council.

Results of the referendum

Held on Thursday 30 July, the referendum asked residents one question:

“Do you want Chelmsford City Council to use the Neighbourhood Plan for Boreham to help it decide planning applications in the neighbourhood area?"

Boreham saw a 20.48% turnout, with 538 residents voting ‘yes’ and 49 voting ‘no’.

What’s next?

Now that this has been approved by residents, the Neighbourhood Plan has become part of the Local Plan, with equal legal status. The plan was adopted on 3 August 2026.

Neighbourhood Plans for Broomfield, Danbury, Little Baddow, Sandon, South Woodham Ferrers and Writtle have already been adopted.
